Each of them is located near to primary administrative or fleet zones. These bases are huge ports with docks, shipyards and repair facilities. A few of them are free trade areas. In reality however, relatively few of the fleet ships ever travel to their theoretical base. The main function of a Star base is fleet administration and trade relations.
